The Jets never seemed to pursue Jay Feely, possibly because of the final 8 restrictions. The Jets were unable to sign any unrestricted free agents unless they lose one of their own. This frees the Jets up to sign a mid tier free agent because salary restrictions still apply under the final 8 rules.
